Skype Test Video not working properly, "Your webcam is being used by another application" - Windows 10 - ThinkPad, ideaPad
Symptom
Testing a video does not work properly in Skype (Skype Settings > Test Video). A message is displayed, your webcam is currently being used by another application.
This issue happens when the user opens Skype while another application is using the camera device, such as Camera app and Lenovo Vantage app. The camera device cannot be used by two or more apps at the same time; however, the issue still occurs even after closing other camera apps.

Skype for Desktop with Test Video Feature, version 12.13.274.0 and later
Operating Systems
Windows 10
Solution
Use one of the following options to restore Test Video function when encountering the issue:
- Sign out & sign back in to Skype
- Sign out from Windows
- Restart system
Workaround
Make sure no other application is using the camera device before opening Skype.
Additional Information
Only Test Video function is affected by this issue. Video Calling and sending of video message functions work properly.
