Right-click a folder in the partition, select "Properties", and cancel "Read-only". When you open the "Properties", you will find Read-only is still there.

The above symptom is probably caused by security settings.
Right click on the partition --> select "Properties" --> click the "Security" tab --> edit permission for "Administrators" --> check "Full Control". (You can also change the permission for a specific user.)
In addition, you can create an "Everyone" account and set up its permission as "Full Control".
