During the initial startup and configuration of Microsoft Windows 8, the user does not have an option to change the time zone until the desktop loads for the first time. Microsoft will allow the time zone to be set during setup in Windows 8.1.
To change the time zone, swipe in the Charms bar, choose Settings, and then Change PC Settings. Under PC settings, choose General and select the correct time zone in the pull down menu under Time.
