In Windows XP Service Pack 3:

1. Open ATI Catalyst Control Center
2. Select "View" >"Advanced view".
3. In "Graphics Settings", select "Displays Manager" in left the panel
4. Then in the right panel select "Rotation" to "Right 90°cw" (or "Inverted Landscape 180°", or the other)
5. You will find that the desktop screen is unable to be rotated.
