ThinkPad Mini Dock Series 3 and ThinkPad Mini Dock Plus Series 3 USB
Symptom
After Suspend/Resume or Hibernation/Resume of the T400s System, a balloon warning will sometimes appear with the comment 'This device can perform faster'.
In this situation, the Operating System (Windows Vista or Windows XP) recognizes the USB-HUB in the ThinkPad Mini Dock Series 3 or the ThinkPad Mini Dock Plus Series 3 as a USB1.1 (12Mbps) device, but the HUB should be USB2.0 (480Mbps). The HUB will then work as USB1.1 speed.
This problem does not occur after hot attaching and Cold boot. The issue appears only after resume from Suspend/Hibernation.
How to recover from the situation: Hot undock and dock or Power off/on.

Customer can fix the issue by disabling Intel USB Host Controller 2939 in Device Manager.
(a) Disabling Intel USB Host Controller 2939 on Windows XP
Click Start menu, and then click Control Panel.
Double click System icon.
Select Hardware Tab and click Device Manager button.
Click View menu and then select Devices by connection. Expand the tree of ACPI Multiprocessor PC and then Microsoft ACPI-Compliant System and then PCI bus. Right click Intel(R) ICH9 Family USB Universal Host Controller -2939 and select Disable.
Select Yes on the dialog.
Confirm if x mark is on Intel ICH Family USB Universal Host Controller -2939.
(b) Disabling Intel USB Host Controller 2939 on Windows Vista
Click Start menu and then click Control Panel.
Double click System icon.
Click View menu and select Devices by connection. Expand the tree of ACPI x86-based PC and then Microsoft ACPI-Complaint System and then PCI bus. Right click Intel(R) ICH9 Family USB Universal Host Controller -2939 and select Disable.
Select Yes on the dialog.
Confirm if down-arrow is on Intel ICH(R) Family USB Universal Host Controller -2939.
